Keep acceptance evidence and operating responsibility connected
Commissioning records, equipment passports, as-built information, warranty contacts and unresolved defects should not disappear after the handover meeting. They become the starting dataset for future inspections, service and repairs.
Acceptance, readiness and the defect lifecycle answer different questions
Acceptance checks whether the contracted result was delivered and documented. Operational readiness checks whether the facility remains practically usable afterwards. The operations log records what was actually checked or found over time, then keeps the issue lifecycle explicit: open defect, user-entered next action and target date, workflow queue, linked work, explicit review of that work, manual resolution and current-context handoff for anything still open.
Use workflow views to act on the exact issue
The register can isolate open issues without a plan, issues whose user-entered target date has passed, and issues with linked work awaiting review. Each action view can open that exact issue in the follow-up planner or explicit resolution-review block. It changes no plan or issue status automatically.
The next-action queue is workflow navigation, not a risk score
The queue orders explicit signals already stored in the browser: user target dates that have passed, linked work awaiting resolution review, open issues without a plan and other active plans. It does not determine safety, compliance, technical criticality or a maintenance deadline.
Linked work creates a review step, not automatic closure
A repair or service record may be directly linked to the issue it addresses, but that relationship does not prove the defect has been eliminated. Once linked work exists, ShelterMetric treats the open issue as ready for explicit resolution review. The user still records the actual confirmation date and a resolution note before the issue becomes resolved.
Do not invent a universal service interval
ShelterMetric does not prescribe one inspection or maintenance frequency for every shelter. The applicable schedule depends on Ukrainian requirements, the project documentation, equipment manuals, manufacturer instructions, warranties and the actual operating environment.
Functional checks matter more than equipment presence
A ventilation unit, inverter, battery bank or pump can be physically present and still fail in the mode needed during an emergency. Operational readiness therefore requires documented functional checks appropriate to the installed systems and responsibilities of the facility.
