The full checklist status is stored in the passport notes. The passport stage is changed to “Preparing procurement” only when regulatory status, capacity, site and structural requirements are all marked as defined.

A procurement comparison is only useful when the scope is comparable

A lower headline price may simply exclude delivery, crane work, installation, utility connections, testing or documentation. ShelterMetric therefore treats scope definition as part of cost comparison rather than as a separate administrative exercise.

Freeze the project inputs

Facility, capacity, site, shelter requirement and the intended procurement outcome should be defined before suppliers are asked to price the project.

Separate supply from full implementation

A structure-only offer is not comparable with a package that includes design, logistics, crane work, earthworks, engineering systems, installation and commissioning.

Define acceptance before contract award

Documents, tests, commissioning steps, defect handling, warranty and handover requirements should be visible before the procurement is completed.
