A municipality often manages several competing shelter needs at once. A useful project pipeline separates the need at each facility from technical readiness, budget maturity, funding status and procurement readiness.

Build a project pipeline, not a list of needs

For each facility, record capacity, location, current shelter situation, source data, design stage, budget, funding model, target date and unresolved work. This makes it easier to distinguish projects that are ready for financing or procurement from projects that still need surveys or design decisions.

  • site or building source data;
  • technical and regulatory baseline;
  • design responsibility and current documentation;
  • base budget and funding gap;
  • co-financing or confirmed local contribution, where applicable;
  • implementation timeline;
  • procurement and acceptance criteria.

Keep donor communication traceable

International partners need to understand which figures are confirmed, which are preliminary and which questions remain open. A shared project passport helps prevent early estimates from being treated as final design conclusions or secured financing.
