Shelter projects must protect personnel without undermining operational resilience

For critical infrastructure, the shelter brief should reflect actual staffing and the need to maintain essential functions. Backup engineering systems, autonomy, safe access and operational continuity become central project inputs.

Capacity should reflect the real operating model

The starting point is the number of people who may actually be present and require shelter during the design scenario. Shift staff, duty teams and maintenance crews can make this different from total company headcount.

Autonomy is part of the technical brief

  • backup power for critical systems;
  • ventilation and operation during loss of external utilities;
  • emergency water reserve;
  • communications and emergency lighting;
  • sanitary conditions and space for the intended duration of stay;
  • fire safety and safe placement of emergency power equipment.

The shelter should not introduce a new vulnerability

Project teams should consider safe access routes, relationships to industrial or storage zones, utilities and hazardous processes. Sensitive details about vulnerabilities, routes and operational regimes should not be published openly; they belong in controlled project documentation and appropriate information-access processes.

Inputs for an early review

  • design staffing / occupancy figure;
  • functional facility category without exposing sensitive details;
  • possible shelter locations;
  • required implementation timeline;
  • availability of external utility connections;
  • protective properties already defined by the project, where available.
