Start from peak real occupancy
Use the maximum realistic number of employees, tenants, service staff and visitors who may need shelter at the same time. A nominal building capacity or lease-area ratio can overstate or understate the actual scenario.
Check the route before choosing the room
- travel from upper floors to the shelter level;
- stair and corridor bottlenecks;
- accessibility for people with limited mobility;
- shared use of parking or basement areas;
- tenant access outside normal business hours;
- wayfinding for visitors unfamiliar with the building.
Existing space versus a separate solution
An existing basement or parking level may reduce some construction scope, but its suitability depends on source data, structural conditions, access, engineering systems and the project-specific protective requirement. A separate structure can simplify ownership boundaries but introduces site, logistics and utility-connection questions.
