Why UAH 195 million is not a universal 'shelter price'

This procurement covers a capital engineering and construction project. Such a budget can include earthworks, structural works, engineering systems, finishes, commissioning and other scope defined by the project and estimate documentation.

Comparing this amount directly with the price of one or more factory modules would mix different procurement categories and different end results.

Why ShelterMetric does not calculate a cost per place here

The public justification used as the primary source does not present capacity as a sufficiently clear standalone figure for a responsible unit-cost calculation. ShelterMetric does not invent a number of occupants simply to produce an attractive UAH-per-place metric.

What this case teaches a buyer

  • capital construction should be compared with other capital construction of a similar scope;
  • a project estimate and expert review can be part of how the expected procurement value is established;
  • the generic word shelter is not enough to make two procurements comparable;
  • before comparing price, identify whether the procurement is goods supply, supply plus installation, reconstruction or full construction.
