First separate construction format from regulatory category
PRU, protective shelter, dual-purpose structure and PMU refer to regulatory or functional project contexts. Modular describes a manufacturing and assembly approach. The project requirement should therefore be established before the construction format is selected.
Where a modular approach can change implementation
- a larger share of structural fabrication can take place off site;
- on-site structural work can be reduced for suitable projects;
- sectional construction can support some capacity-scaling scenarios;
- factory production can make certain fabrication controls easier to organise;
- delivery and crane installation become explicit parts of project planning.
Why capital construction can represent a much broader scope
- large total area and multiple functional rooms;
- integration into a school, hospital, residential development or other complex facility;
- foundations, structures, utilities and site reinstatement as one construction project;
- larger design, survey and pre-construction scope;
- more complex access, sanitary, accessibility and operational requirements.
A useful comparison baseline
- same regulatory/project outcome and protective properties;
- same capacity and area definition;
- same source-data and site assumptions;
- same design and survey scope;
- same excavation, foundations, waterproofing or other civil works where required;
- same delivery, crane and installation responsibility;
- same ventilation, power, water and sanitary scope;
- same commissioning, documentation and warranty result.
Published procurement values illustrate scope differences, not a universal winner
Ukrainian public procurement contains examples ranging from product or modular-supply contracts to capital shelter projects valued at tens or hundreds of millions of hryvnias. These figures are useful only after the procurement type and included scope are understood.
