What documents should be checked for a shelter project in Ukraine?

1. Documents that define the actual project solution

• source data and the technical brief;
• project documentation or an appropriate technical description for the proposed scope;
• the intended Ukrainian regulatory category and required protective properties where applicable;
• drawings, specifications and the equipment or system schedule.

2. Manufacturer and product documentation

• product passport or technical documentation;
• declared technical characteristics;
• conformity documentation where applicable to the proposed product;
• test reports when the supplier relies on tests to support performance claims;
• documents for key materials and components;
• warranty conditions and exclusions.

3. Installation, construction and commissioning records

When the scope includes construction, assembly or engineering work, the handover package should reflect what was actually installed. Depending on the project, this can include records for concealed works, equipment installation, system commissioning and the as-built or executive documentation required by the design and contract.

4. Do not confuse a document for one module with evidence for the completed facility

A certificate, test report or passport for a factory module does not automatically describe the completed project with foundations, joints, entrances, engineering systems, site works and installation. The buyer should be able to see how product evidence connects to the final project configuration.

5. Make the handover package part of procurement before award

• list the documents that must be supplied with the structure or equipment;
• identify tests and commissioning records required before acceptance;
• define responsibility for project, installation and final documentation;
• state warranty documentation and defect-handling requirements;
• do not leave the final document set to be negotiated after installation.
