Why ShelterMetric exists
Shelter projects are difficult to compare when the same everyday words can describe different regulatory categories, different technical scopes and very different procurement packages. A low headline price may describe only a structure, while another figure may include design, site works, engineering systems, installation and commissioning.
ShelterMetric is built to make those differences visible before a project team makes budget, funding or procurement decisions.

The ShelterMetric project workflow
- Define the project. Record facility type, capacity, city or region, site scenario, project stage and required work in the Project Passport.
- Clarify the technical direction. Review Ukrainian terminology, standards, capacity, area, water and project-document requirements.
- Build the base budget. Separate design, structure, site works, logistics, installation, engineering systems, fit-out and commissioning.
- Keep uncertainty explicit. Model reserve, logistics and other scenarios without hiding them inside confirmed base cost.
- Structure funding. Record only supported funding sources, identify the remaining gap and check project readiness.
- Prepare procurement. Freeze project inputs, define scope, compare like-for-like offers and specify acceptance criteria before award.
- Plan operation. Estimate maintenance and total cost of ownership separately from the acquisition budget.
What ShelterMetric does not replace
- project documentation prepared by qualified specialists;
- structural or protective-performance calculations for a specific design;
- survey of an existing building or land plot;
- formal legal interpretation or procurement-law advice;
- expert review, approvals or other procedures required for a specific construction project;
- official civil-protection instructions during an emergency or air-raid alert.
Sources and transparency
Regulatory pages prioritise official Ukrainian sources. Procurement analysis links back to public procedures and distinguishes expected value, contract value and project status. The ShelterMetric methodology explains how uncertain values, repeated tenders, currencies, budget reserves and funding scenarios are handled.
Commercial project enquiries
ShelterMetric can accept commercial project enquiries through its own contact flow. Where a commercial request is reviewed with the specialist shelter partner UAShelters, that relationship is disclosed rather than presented as independent editorial analysis.
The enquiry flow remains on ShelterMetric; users can prepare a project passport first or send a direct request.
