Existing shelter repair · Dnipro

Dnipro: UAH 3.85 million expected value for repair of an existing simplest-shelter space

This procurement covers repair of an existing basement space, exit, surrounding hardscape and engineering networks. It is a useful example of why a repair budget must not be presented as the price of a new shelter.

What the UAH 3.85 million figure actually represents

The amount relates to works on a specific existing facility. The basement structure already exists, while the procurement focuses on repair and associated engineering and site elements.

There is no basis for treating this figure as the price of a new protective structure or a ready-made modular shelter.

Why repair and new construction should not share one price range

  • an existing-building repair starts with structures that are already present;
  • new construction creates the complete project from design and construction through commissioning;
  • current repair and capital repair can also represent very different scopes;
  • individual engineering systems may be procured separately;
  • the word shelter in a procurement title does not make two procurement subjects comparable.

Practical lesson for an owner or donor

Before comparing reconstruction or repair with a new modular or capital solution, bring both scenarios to the same intended end result. That requires source surveys, a clear defect and scope list, engineering requirements and the same acceptance basis.
