Above-ground vs underground: start with the site, project requirement and complete implementation cost

Placement above or below ground level does not by itself determine the Ukrainian regulatory category or make one option universally better. The useful comparison includes protective requirements, site conditions, structure, engineering systems, access, egress and lifecycle maintenance.

Underground implementation is tightly connected to the site

An underground option can involve excavation, soil conditions, groundwater, waterproofing, drainage, backfilling, access and emergency-egress works. The structural price alone therefore does not represent the complete installed cost.

Geological and site data can materially change both feasibility and budget.

Above-ground implementation can reduce some site works, but not the required project performance

For suitable scenarios, an above-ground solution can reduce excavation and simplify construction access or later inspection. The required protective properties and applicable project requirements still have to be established and supported by the project solution.

Compare the same cost groups

  • structure and protective solution;
  • surveys and site investigations;
  • foundation or excavation works;
  • waterproofing, drainage and groundwater measures;
  • delivery and crane work;
  • entrances, emergency egress and accessibility;
  • engineering-system connections;
  • site reinstatement and long-term maintenance.

How to make the decision

First define the required project category, capacity and protective performance. Then compare viable placement options against the same technical brief and the same completed-project boundary.

A lower structure price can be offset by site works, while a higher initial project cost can represent a more complete delivered scope. The comparison has to show both.
