A key planning threshold: 16 people
The current DBN provision referenced by ShelterMetric requires PRU and dual-purpose structures with PRU protective properties designed for 16 people or more to have at least one emergency exit.
Smaller projects can have different permitted solutions, but that does not mean safe egress can be ignored. The final arrangement is part of the project-specific design.
Why the location cannot be decided after the shelter body is purchased
Emergency egress has to be coordinated with the site plan, surrounding buildings, possible debris zones and the structural solution. Depending on the project, the exit location and protective treatment can materially affect civil works.
A module-only quotation that does not show how emergency egress will be implemented may therefore represent a different project scope from a full installed solution.
Possible project forms
- a vertical shaft leading outside;
- a horizontal underground or buried passage;
- a combined horizontal passage and vertical shaft;
- other solutions only where supported by the applicable DBN provisions and the specific design.
Why emergency egress can materially change the budget
An emergency exit can require more than an extra door. It may add a tunnel or shaft, head structure, earthworks, waterproofing, structural work and reinstatement of the surrounding site.
When comparing supplier offers, confirm whether the quoted price includes the complete egress solution or only the main shelter structure.
