PMU vs PRU: a short-term mobile shelter and an anti-radiation shelter are different project categories

Primary mobile shelter (ПМУ / PMU) and anti-radiation shelter (ПРУ / PRU) should not be treated as two equipment packages for the same requirement. Ukrainian civil-protection law assigns them different purposes and operating concepts.

PMU: short-term mobile protection

The Ukrainian Civil Protection Code defines a primary mobile shelter as a technical product, including block-modular formats, intended for short-term protection of people in an outdoor/location-based scenario. The legal definition specifies a period of up to 4 hours.

This makes PMU relevant to a particular protection scenario rather than a generic synonym for any modular shelter product.

PRU: a civil-protection protective structure

An anti-radiation shelter belongs to the civil-protection protective-structure system and is governed through a project and regulatory framework different from the PMU product category.

The current legal definition referenced by ShelterMetric describes PRU as a non-hermetic protective structure intended for people to remain for the defined period of at least 48 hours.

Different standards and project documents apply

  • PMU: DSTU 9329:2025 is the dedicated national-standard reference;
  • PRU design: DBN V.2.2-5:2023 and other applicable project requirements;
  • modular protective structures can also require understanding the scope of DSTU 9195:2022;
  • the final document set depends on the actual project category and solution.

Do not replace the required category only because another format is cheaper

A school, workplace, residential project or public location first needs its civil-protection requirement and project basis established. Only then can a project team determine whether a PMU, PRU or another format can satisfy part or all of the identified need.
