DSTU 9329:2025: primary mobile shelters (PMU)

DSTU 9329:2025 is a Ukrainian standard focused on primary mobile shelters (PMU), including parameters and testing approaches. PMU is a distinct project and procurement category and should not be translated as a generic synonym for PRU, SPP or a project-designed protective shelter.

What the standard is for

PMU is not a synonym for every modular shelter

A PMU should not be automatically equated with an anti-radiation shelter (PRU), a dual-purpose structure (SPP) or a protective shelter designed under another project basis. These terms describe different contexts and should remain separate in English procurement documents.

If the required category is not yet confirmed, write that the solution requires project-specific technical selection instead of choosing a category from a catalogue name.

What to request from a supplier

  • the document supporting the claimed conformity of the proposed model;
  • information on the testing performed for that structure or model;
  • declared capacity and internal layout basis;
  • site-preparation and installation requirements;
  • a clear list of equipment and systems included in the price;
  • responsibility for delivery, installation, commissioning and final documentation.

Use PMU terminology carefully in donor and public procurement

A tender can become technically inconsistent if one supplier prices a PMU while another prices a project-designed protective structure. Before comparing price, align the intended category, capacity, scope and acceptance evidence.
