DSTU 9195:2022: rapidly erected modular civil-protection protective structures

DSTU 9195:2022 addresses rapidly erected modular civil-protection protective structures. For an international buyer, the important point is that a modular construction technology and the regulatory status of a completed project are not the same thing.

What the standard covers

The standard provides core provisions for rapidly erected modular civil-protection protective structures. It is particularly relevant when a supplier proposes a modular or prefabricated solution.

The project team still needs to determine how that proposed structure fits the applicable Ukrainian regulatory category and the site-specific design requirements.

Why the standard number should not be used as a product label

  • a reference to DSTU does not replace project-specific design;
  • the applicable DBN and other regulatory requirements still need to be checked;
  • capacity, site, engineering systems and installation scope remain project inputs;
  • claimed conformity should be supported by appropriate documentation for the proposed solution.

DSTU 9195 and modern mobile-shelter terminology

Ukraine also has a separate standard, DSTU 9329:2025, focused on primary mobile shelters (PMU). A rapidly erected modular protective structure and a PMU should therefore not be treated as interchangeable terms in an English tender or commercial comparison.

When the intended category is still unresolved, ShelterMetric recommends stating that a technical selection is required instead of translating every modular product as a PRU, bunker or protective shelter.

Questions to keep in a supplier comparison

  • what exact Ukrainian project category is intended;
  • what documents support the claimed standard conformity;
  • which design, site, delivery and installation works are included;
  • which engineering systems and commissioning activities are included;
  • what acceptance documentation will be handed over at completion.
