Normal electrical supply is part of the designed installation
The referenced DBN section provides for shelter and dual-purpose-structure electrical consumers to be supplied from a nominal 230/400 V network using the applicable grounding arrangement, while electrical design also has to comply with the other relevant Ukrainian electrical and safety requirements.
The 48-hour backup requirement applies to the relevant critical group
For electrical consumers assigned to the special group of reliability category I, the DBN requires additional supply from an independent source capable of providing power for at least 48 continuous hours.
The standard references possible sources such as a generator set, uninterruptible power supply or battery system. The actual list of critical consumers and the required source capacity are project-specific.
Emergency lighting is a designed system
Emergency lighting for protective structures and dual-purpose structures has to be coordinated with the applicable Ukrainian lighting and emergency-lighting standards. A portable battery lamp should not be treated as a substitute for the complete project solution where a designed emergency-lighting system is required.
A generator should be evaluated as a complete subsystem
- capacity based on the project-defined critical electrical loads;
- manual or automatic transfer arrangement;
- safe location, ventilation and exhaust handling;
- fuel storage and intended duration of operation;
- commissioning, operating instructions and maintenance responsibilities.
What to make explicit in a supplier proposal
- the list of critical electrical loads;
- reliability category applied to each relevant group;
- normal and backup source capacity;
- design autonomy for the backup source;
- transfer arrangement and emergency lighting;
- grounding, protection and commissioning scope.
