What does 100% mean here?
Only that the user has marked every control item as reviewed. It is not manufacturer certification, legal due diligence, financial verification or proof that a specific shelter configuration meets Ukrainian regulatory requirements.
If a certificate or test report cannot be traced to the configuration being offered, that item should not be treated as closed merely because a document exists.
Supplier review and offer comparison are different steps
