This is a practical preliminary checklist, not an official readiness assessment and not a substitute for project-specific regulatory or technical review. Only a note is written to the project passport; project stage, shelter type and other fields are not changed automatically.

Operational readiness starts after acceptance, but acceptance does not prove future readiness

Acceptance checks whether the contracted result has been closed: physical completeness, installation, commissioning evidence, documents, defects, warranty and handover responsibilities. Operational readiness asks the next question: does the facility remain practically usable after that handover?

Why 100% is not an official readiness conclusion

This tool helps a responsible team remember basic operating questions. It does not measure equipment performance, inspect structures, verify design compliance or confirm the regulatory status of a shelter. Those questions require the applicable documents, inspections and project-specific procedures.

Keep readiness separate from operating cost

Functional readiness and lifecycle cost answer different questions. After checking readiness, model annual maintenance and total cost of ownership separately using your own equipment, service and budget assumptions.
